I don’t think I have ever had a cable or broadband provider send someone to my residence that was not in uniform or did not show up in a TV van with the companies logo on it. So, I have not been in this exact position.

But, apparently someone is walking around Cleveland and trying to enter homes/businesses as a cable representative without a uniform or paperwork.

At 1:30 p.m. June 20, a man with an ID tag claiming to represent a cable company arrived at a Westlake restaurant and said the cable system needed to be repaired. Restaurant employees said he was not in uniform, had no paperwork and didn’t seem to know what needed repairs. A restaurant manager said the cable company couldn’t verify that any repairs were needed. –

If someone shows up at your door with no paperwork or uniform, it is acceptable to turn them down.
